J'avais is roughly equivalent to the English past progressive "I was having" while j'avais eu is roughly equivalent to the English past perfect "I had had". This would not be used nearly as often, only when describing situations in the distant past that are no longer happening.

J'avais: I had [as an ongoing condition, rather than specific event] or I used to have [as a frequently recurring condition or event]
J'ai eu: I had [as a specific completed event in the past] or I have had
J'avais eu: I had had [putting the completed event or condition further back into the past than something that happened more recently]

J'avais = either as a simple I had, or as a helping verb I had plus the past participle of the verb being helped.
J'avais eu = I had had, helping verb "I had" plus the second verb "had"
