It means what you put out is what you'll get back. Like if you planted watermelon seeds, you'd get watermelon. If you act nasty or mean, you'll get nasty or mean in return.

"You reap what you sow" basically means that whatever you do in life you will have to deal with it at some point and time. Like if you continuously get into trouble or make trouble then you are gonna get caught and have to pay the consequences.

When you sow something you plant it and when it is ripe you reap it. Like planting tomatoes, you only reap what you sow. I never hear it spoken as you put it. I guess the mad person means that is your are mad and say or do something you will reap the consequences.

It refers to effort. The original expression is "As ye so, so shall ye reap". If you spared seeds out without much care some may sprout some will not. But if you take care and use quality seed and plant it carefully and care for the crop you will receive much better results.

For instance if a parent takes good care of his children and spends time and puts effort into them he is much more likely to have his children grow up to be good people. If he abandons or neglects them or spends no time with them his results will probably be inferior.

The same applies to may circumstance in life. If you are careful and dedicated to in your efforts you will most likely have positive results. If you do things half-heartedly your results won't be as good.

What this means is that what you are doing will come back to you. It doesn't just mean bad things. If you sow good things--love, patience, kindness, etc. it comes back to you.
Sow for a good harvest.

IT MEANS YOU GET WHAT YOU GIVE, TO SOW AS IN SOWING SEEDS AND REAPING AS IN HARVESTING. SO WHAT YOU PUT OUT TO THE UNIVERSE WILL BE RETURNED TO YOU>

Apparently they are expressing to you that what you put out will come back to you. If you put out bad, bad will come to you. Put out good and only good will come back to you.
