Rainbow chips are tiny chips (like the chocolate ones) that are rainbow colored. I think they are colored chocolate that flavor changes because of the color. I don't think I have ever seen these sold though. A party store usually carrys large chips meant for melting in colors, but I have never seen mini ones though. Good luck!

Basic Cake icing is just powdered sugar (dump a box in a bowl), add 2 or 3 tablespoons of butter and one tablespoon at a time of milk as needed to get the correct texture. One teaspoon of vanilla.
This is just a basic recipe. You can add cocoa or choc. chips, lemon or any other flavor to make it fit you needs
Use your mixer and mix on slow first then high until smooth and fluffy.
I must say I do not know what the Rainbow chips are.
