I don't know because I am a girl myself but I don't think it is really weird for a girl to stare at a guy, there was once a girl who kept staring at me and she said hi to me and it really freaked me out.

well when girls stare at us we wonder if its because their interested or because their trauamtised by what they see llf and on a side note your friend is not funny in the least

It depends on the type of stare...If it is a way-too-focused "obsessive-type" type of stare, then yes, it feels weird and uncomfortable...If it is a gentle stare that shows some interest, then I certainly welcome it...
