Are you sure of the spelling? I tried a search on "otorgarphy" and on "otorgraphy" and got only error messages.
Edit: After sleeping on it, I suddenly realized, "rotography." It turns out to be a form of 360-degree imaging and has nothing to do with linguistics. OK! I give up. I cannot verify your claim.

It's also an example of how mini-minds in the media pick up an idea and run with it without regard to the whole picture, and how the brain-dead american public figures it's some kind of "true fact" or something because they saw it on the news and swallows it hook, line, and sinker.
