Texas state law says 18 and older ONLY with ID, unless it is to cover gang tattoos. That is the ONLY exception. Any shop that is willing to do a tattoo on a minor should not be trusted, and should be turned in to the health and safety administration. Most likely, if they are willing to knowingly tattoo a minor, they are probably skipping on some of the health codes and sterilization processes that are required.

You can't go anywhere. The only way anyone under the age of 18 can get tattooed in the state of Texas is if it's to cover up something gang related. Otherwise, it's 18+ to get tattooed. Please don't try finding someone who's willing to tattoo you underage. If they're willing to break that law (which to me is the most important one placed on the tattoo industry), what other laws concerning cleanliness and sterilization do you think they may be cutting corners with? Someone who tattoos a minor can get in HUGE trouble. Don't put that kind of pressure on someone just to get your tattoo. You can wait another 2 years to get your tattoo. Trust me, it'll be worth it in the long run. You can start planning now, making sure what you end up getting is REALLY what you want. Don't just go somewhere, see a pretty picture, and get it inked on your body. Make sure what you get has at least some meaning to you. And please be VERY picky about who does the tattoo. Research the different shops. Talk to the artists. Check to see if the shops have any health code violations and have up-to-date methods of sterilization.

Seriously, inuyasha is right...If they don't pay attention to the laws about age, how can you trust them to pay attention to laws about cleanliness and sterilization?
Anyone willing to do a tattoo on someone underage is going to be unprofessional, and they probably won't even do as good as a job as someone professional who follows the rules would do. It's only 2 years, you can wait! And you'll have time to think about what you really want to get done.

anywhere that will tattoo you without parental permission is not a place i would trust to tattoo me. if they have no regard for the laws set in place to protect minors do you really think they have any respect for the laws set in place to protect your health? do you really think they will use new needles and sterilized materials? i wouldn't risk my health to get a tattoo. just wait until you are 18 and get a tattoo worth having.

18, 18, 18....you have to be that age. I would not suggest listening to anyone that tells you to go to a scratcher either.

I live in arlington and trust me there are plenty of people that will do a tattoo for you, you just got to find it. Make sure that if you do it they are really clean and sterile.
