If so, they are really failing to do a good job because the population is still growing. If you want a government reducing population, look to China with extreme birth control.
What did you think that nature is really passive and wonderful and once we wipe out the old diseases (polio, small pox, measles) there wouldn't be any more? Remember that it is likely that most of the flu versions came out of animal diseases and crossed over.

No, these are not the product of man( directly) sars and bird flu are back due to the climate change(changed by man), AIDS was made by mistake from a polio vaccine in the early 50's and mutated to what we know today as HIV.

I think there should be a population control though, with medicine at its pinnacle and younger people procreating, we are getting ourselves in a tight spot.
