Not a post-card. A small letter, perhaps no more than a paragraph giving your thanks and askings of "how's life" and that sort ought to do.
E-mail is so impersonal, and it takes so little effort. Your friend seemed to go out of her/his way to congratulate you. I think you ought to return the favor kind.
And even if I am, myself, mistaken and he/she did write you an e-mail instead hand inscribing a card etc., then so what? Your message will last longer than an e-mail, and it will certainly be delivered with more significance. Don't you think?
In a world that seems to be reconverting into something hollow and digital, don't you think that there is a little pleasure in sending something that is real? Well, perhaps, that is just my opinion.
Do what you will, then?

Only if you want to re-ignite the friendship. Otherwise, a card doesn't require a response card (except for rsvp invitations.) If it did, we'd all be sending cards back and forth all the time! "Thank you for the card you sent thanking me for the card I sent you thanking you for the card you sent me... "
(The Post Office might like that - generate some revenue for them.)

Give them a phone call and let them know how nice it was that they thought of you. Then do a little catching up on each others accomplishments ending the conversation with "we'll have to do this again hopefully sooner than later!"

Depends. Is this a person you no longer want to associate with or is thei person a long lost friend and you'd like to get back in contact with? If you dont want to associate with this person, a simple thank you card/e-card would be sufficient. If it is someone you'd like to get back in contact with, well then a nice thank you letter with your contact information would be good.

I say call him/her up and say," Thank you ever so much for the card. I love that you think of me and my job positions. The job is going great. It is a wonderful job with good hours> Thanks again! Bye!"
