Wow, these are Spanish words in no structure at all...

"Ci" does not exist in Spanish, but "si" which sounds the same, could mean either "if" or "yes." So I'm not even going to translate that, since it ahs no meaning.

"Yo en loca te debe ya saber" means...
I in crazy (female) to you should already know.

As you can see, each word has meaning but the person who wrote it placed them in an order which does not have a collective meaning.

Any attempts at translation above are assuming other words which are NOT in the original text, and are therefore sspeculation about what the writer had in mind.

This "Spanish" is not right!

Ci ? = Si
Si Yo Loca, Tu debe ya saber lo!

No sense at all, the person who wrote this wants to confuse you, or doesn´t know any Spanish and is just putting words together.
Loca: crazy
Debe: must
saber: to know

I have to agree with Mimii.

Whatever everybody says/thinks may not be what the person wanted to say. Just speculation.

Conclusion: it makes no sense.

i think it means "if I am crazy he'll let you know now."
But it doesn't really make sense.
