it is ok in my opinion for a pom to wear a collar. mine has had one until recently she and the other dog chewed it off. Just make sure his fur isnt stuck under the collar and make sure there is enough room for 2 fingers to fit between the collar and his neck.

I am the proud owner of a 1 1/2 year old Pom and yes they can wear a collar. I suggest a rolled leather collar. They don't cause matting of the hair and they don't cause friction (which is why the other dog's fur quite growing). You can buy them at a pet store like Petco or PetSmart. I bought one for my Pom and I love it.

Is there some reason why thinner hair around your dog's neck is a concern? If you're not going to be showing him then there's no reason to worry about the fur being shorter where the collar sits. If your other dogs wear collars, then there's no reason why he shouldn't wear one too. You could try a rolled leather collar, they are supposed to be better for long hair than flat collars.
Personally, I prefer for my dogs not to wear any collars at all while they are in the house. No collars means nothing to get caught on and nothing for other dogs to grab when I'm not around to supervise. My dogs wear their collars when they are out and about, but when we're home they go naked.

Misha is right. I don't have long haired dogs, so I can't give an anwer from experience. But anyway, its important for all dogs to wear a collar with their identity so that if it gets lost, the finder can contact you.
Just make sure that the buckle does not catch the fur, and that there is room so the dog can breathe easily.

If you are 100% sure your dog cannot get out you do not need a collar. If you are 99.9% sure keep a collar on it at all times. The collar should have the license tag and a name tag with phone numbers.
The only time my dogs are without their collars is when they get a bath. As soon as they dry the collar goes back on. They are so used to the collar that there is no problem putting it back on, as opposed to chasing them down to give them a bath.
I do agree that the round collars are the best.

A dog collar shouldn't be a problem as long as it is loose enough that you can fit two fingers inbetween. However when takeing the dog on walks you shoudl us a harness because the toy breed dogs are known for problems with their tracheas collapsing. By using a harness it reduces that risk.Good Luck

Poms can get a condition known as collapsed trachea,the collar should be loose or use a harness.

the two, besides the undeniable fact that that's safer for them to positioned on harnesses because of the fact in case you pull too problematical on the leash (tremendously with small canines and domestic canines) you need to heavily harm their neck. And pomeranians have a bent to slip out of the collar once you're strolling them, whether that's unfastened adequate. i opt to propose a harness.
