Because it's basically unconstitutional, and would be political suicide for whoever votes in favor of it.

Because most people, don't have a clue what or how a draft works.
We could start a draft tommrow, and nothing would change from today.
People don't understand, a draft does not increase the size of the military.
Only Congress can do that.
They only draft enough people to meet the authorized End Strength of the military after the volunteers.
Since we currently meet the recruiting goals 100%, they wouldn't need to draft anyone.
People think a draft is Conscription, where everyone has to serve a set period of time, but its not.
Even during vietnam, only 10% of the draft eligible men, actually got drafted.
People think a draft would stop people from doing multiple tours in Iraq.
Not so, the majority of soldiers in the Army only deploy one time during their first enlistment now. Just a small number have two deployments in their first enlistment.
The Marines do two 7 month deployments in their first enlistment, instead of one longer deployment like the Army does.
So the people deploying two and three times, are the career soldiers and marine's who have reenlisted.
Even with a draft, they would still have to deploy, because the draftees will still need Fire team leaders, Squad leaders, Platoon Sgt.s etc.
Not even mentioning the fact, that if they decided to increase the Army by a couple of Divisions, it would take about 2 1/2 years to bring those Divisions up to strength and to train them.
Another thing, people don't understand, is that right now, about 40% of the Army has never deployed, about 30% has deployed once and the rest have deployed more than once.
People don't understand that about 22% of the members of the Army, leave the Army every year.
This is nothing new, it's just how it works out.

Because George W. Shrub and Dickless Cheney would rather exhaust (in the immortal words of Donald Scumsfeld) "the army we have", than do a politically unpopular thing like instituting a draft and really sink the Republican's chances in '08.

The US Department of Defense DOES NOT want
a stupid DRAFT because it is NOT NEEDED!!
Anyhow, it has to be voted on in the US Congress
and I don't think they want to have a draft!!

It's an all volunteer military, the dems want a draft, so they can blame the republicans for getting them in to this quagmire.
Either way it's a waste of life.
