Cardio, cardio, cardio.
Eat right, do some sort of exercise that will keep your heart rate up on a daily basis, and do an ab routine other than normal sit ups. Try a workout ball with a video or do bicycle situps. Another good ab work out is to lay on your back with your hands underneath you and your legs straight. Lift your legs 6 inches above the ground and try to hold them that way as long as possible. Don't forget to breath. Breathing during ab workouts is crucial.

Drink lots of water; drink Green Tea; increase your fruit and vegetable intake; do abdomen toning exercises and stretches; take short walks every day.
As long as you are consuming less calories than you burn, you will lose weight. So, balance it out: start eating less calories and burning more. There's no way to fail.
PS: Since you're a vegetarian, you probably just need to slightly lower your carb intake.
