yep!!! uv rays are still being emitted!!!

Yeah. The sun emits three types of rays: UVB, UVA, and UVC. UVC is blocked out by our atmosphere. UVB pretty much causes burning and UVA is the cause of tanning (*and thus, premature aging as well).

On a cloudy or even rainy day, the rays still come through and sometimes, it could be even stronger because of the reflectivity of the clouds, etc.

Yes! Be sure to wear sunscreen even on a cloudy day! UVA UVB rays can get through the clouds

Yes you can tan, just remember you can burn too.
