Food and fresh water is always the best thing you can offer a skittish dog. He may not trust you, but he is probably hungry. Once he eats the food you offer and sees that nothing bad happens, you can start a trust bond with the dog. The reality is it could take days to get him near you based on how much he may have been abused. He may also be more fearful of males than females. If you have time and can get near him at all, try sitting on the ground and talking to him softly-you can also offer something tasty like bacon in your outstretched hand to entice him nearer. I once left the back door to my house open with a bowl of fresh ground cooked hamburger in the hallway. After about an hour, I had a hungry dog eating in my kitchen. She wasn't afraid of me any more. Don't give up though, because most dogs don't survive long on their own.

Safely sit in the area the dog is at not looking at it or saying anything to him and let him come to you-this may take a few days if he is very shy. Once he comes up to you gradully hold out your hand-still don't look ot him or say anything-and let him sniff you. Bring some good smelling treats with you and offer them slowly. You will gain his trust over time and will hopefully be able to see if he has a tag on him or get him to go with you to some place safer than the streets. If he is not willing to take food from you bring a plate of dog food with you and let him see you leave it for him and walk away. If he or any other animla is in danger of being hurt then call animal control to have them get the dog before he get hurt or hurts another animal.

I live in the Great White North - with a Doberman - who routinely chases wabbits and squirrels outside in the yard without a coat, or any special provisions - in the snow (gasp) Dogs have hide - not skin, and mine are quite content in temps ranging to -15 C - without wearing anything. The main point is the dog is MOVING so she builds up enough heat. I would not leave my dog in a car when the temps dip that low, and would not force a dog to stand outside if she didn`t want to - but your dog is a dog - and she WANTS OUT. Stop worrying - let the dog out to have some fun. On a day where the temps are just around freezing and the sun is out, its perfect for dogs - in fact, I`m going there now.

best call animal control pronto. A dog that is scared like this poses a danger to himself and society. When dogs are scared or cornered they can come out swinging so to speak and if you try to approach it, it may attack you if it feels threatened. The other reaction is one of flight and it may dart out into traffic and be struck by a car. Best let the professionals handle it, they are trained for this sort of thing. I agree that the dog, once in a controled situation can learn to trust again, but that won't be now, while its out in the big scary world and terrified.

Good luck

call animal control . sadly an abandoned dog can be very hard to rehabilate into a safe envorment. to ensure safety of all would let properly trained people rescue it. took lot of hot dogs and pizza bones to gain trust of abandoned and abused shepard i took in couple years ago but nothing felt better then whenwe where walking on day and she went up to a stranger to be petted for first time (only took a year and stranger was a dog lover.)

The only thing I can think of is to get a humane trap and trap it. Where I live you can borrow them from the county Pound.
