For the most part, Bob nailed it. We do export oil to the lower 48, but we have already passed Alaska's peak oil, which means we simply are retrieving less and less over time, as we have already tapped the easy to extract reserves. And the amount of reserves in ANWR ironically isn't even worth the debate that congress and the administration have been having about whether we should drill there. You would think the treehuggers would be pushing that little factoid a lot harder, because so few people seem to give a crap about the charter of the the National Park Service and the wildlife refuge in particular.

They are not allowed to drill in Alaska because if oil spilled from the drilling sight there would be a large number of animals that would suffer, some of the animals are endangered all ready. Besides this, it isn't a solution to the over usage of fossil fuels.

We do, a lot. There is a small additional amount on a wildlife refuge. Using that would make a few people rich, but do very little for the ordinary person. There will come a day when we need it badly, and we should save it (and the refuge) right now.
