I don't know for sure. But I know what is like to have a dog with no tail. I had an Old English Sheep Dog which does not have a tail. You had to clean his butt to keep flies from the feces left there. Otherwise you would have maggots eating his butt. So I guess the tail helps keep them clean or the flies away.

They evolved from animals that use the tail to keep bugs away, like a flyswatter OR if they're running from an enemy the enemy could actually grab the tail and bite it off and the dog could get away (defense mechanism)
