when someone gets promoted, is it expected that the other employees get to know why he/she was chosen, and not them...?

An announcement is usually made that the person has been promoted, but there's normally no information given on why that person was chosen except for glowing words about them in the promotion announcement.

If you want to know why you weren't chosen, ask your supervisor what you need to do to get the next promotion. If you just say "why did Jane get promoted and not me" don't expect much of an answer.

It's not a requirement that other employees receive feedback about why the individual was chosen for promotion; however, they should be given feedback as to why they were NOT chosen (if they expressed an interest in the job.)

Some things to make this process professional:

-have a formal internal application process to ensure that everyone who wants to be considered for the promotion has an opportunity to apply.
-interview all qualified internal candidates, and provide feedback from the hiring manager/HR to all applicants as to whether or not they were chosen, and why.
-from the applicant's standpoint, fi they were not chosen, ask for feedback as to what areas they need to work on in order to be considered for the next promotion.
-a formal succession plan, where companies identify and develop high-potential employees for future promotional opportunities, is also a good idea but usually doesn't happen unless you work in a large company that has lots of internal opportunities and can dedicate resources to planning for employees' future career growth
