And considering the last country to invade another country was the US and the last country to use nuclear weapon was the US and the country that spends more on its military and offensive weapons is the US, why would China tell the US anything about its military or its intensions. It has to build up its military in order to stave of the US thinking it can attack it anytime it wants. Bush has already established the first strick doctrine, so China has to do something to proctect itself from other presidents of the US if they think like the US. The US is the country that is driving the weapons war. If we were to work for peace, maybe we could influence other countries like China to work for peace.

It seems that the Pentagon and the CIA are a bunch of comedians. No offense to them, but did the Pentagon or the CIA ever been open about the US military strategies to China?. Or to Russia, for that matter?.

Being open about your policies and intentions leads to less chance of conflict. We were much more hostile with the Soviet Union during the cold war but there were a lot of talks and more openness than people realize.

China spends a lot more on its military than people realize, when you take into account Purchase Power Parity and percentage of GDP spent on defense you will see that their military is oversized for the purpose of defense. This leads their neighbors to increase military spending as well.
