If I report the unauthorized charges to Chase what will they do to her? She is making the monthly payment, and plans to pay it all off. Will Chase still press charges against her if she is willing to pay for it?

You aren't the one that spent 15,000 on your sisters card, she is and if there are repercussions to go with it, then she will hopefully never do it again. If she gets away scot free, she may repeat her behavior. Thieves usually steal from the people closest to them because they know their friends and relatives, don't want to turn them in.
I went through this with my sister in law and brother in law.
We let it go, now my brother in law is in more trouble for stealing a 4 wheeler and my sister in law got in more trouble for bad checks. So far nothing has happened to them, so they just continue to do whatever they want.

Do you want to drag this on for that long? Make her take out personal loans, sell her items, whatever it takes to pay you off asap. Get agreements in writing. She could flake on you and you'll be stuck holding the bag-and Chase isn't a very nice company if you don't pay them!

I don't know, but she needs to pay the consequences. Who does she think she is? She could do it again to someone else. I wouldn't worry what happens to her. What she did was wrong and you should report her.

sell what she brought with card and get some of your money back if you can then have her pay it off and if she dont kick her in the hello
