One sentense come being on my mail.
Which is 'To whom It May Concern.'

I couldn't figure out what she is talking about....

Please analyse it gramatically and give me the meaning.

It's the form used when the person writing doesn't know the name of the person who should read it.

"It may concern" meaning "it is the responsibility of".

"Whom" is the proper word to go with "to".

That being said, if you got this in an email, it's probably a scam, one way or another.

This is a standard greeting to use when the letter is not being written to a specific person. For example, it you are writing to a big company and are sending just to a department (complaints, accounting) and don't know the name of the person who will end up opening and reading your letter. If you know the name of the person then it would be more prudent to use the name: Dear Mr. Jones, etc.

It basically means, "To the person whom this letter was written for". It's a way of adressing the recepient if you can't write a specific name, or you're writing a letter that has the same content to multiple people.

This means the letter is addressed to whoever it was written to, who it is about maybe or just who is on the envelope.
