there are various factors to consider.
check the year of manufacture,it could have been many years on the shelf.Weather conditions also plays a part.
Is the tyre recommended for said trucks.in your country.
Is the tyre pressure as recommended by manufactires.
is the shock absorbers in good working condition. Whether the Wheel alignment is right.

as jwj said, ALL truck/trailer combo's use retreads on all the tires EXCEPT the steering tires, these are by law required to be new. the reason-cost
