I dont know how it would work on sensitive skin as I'm not sure if you mean sensitive to chemicals or sensitive- period.
There is a soap called LAVA- that is made with lava pumice in it. It works the same way a pumice stone works but it's not so harsh.
I'd try that.

Try bathing her using the kind of scrubby pouf things. They have them for kids, too, with characters and such.
Have you tried baby oil, or Vitamin E oil?
I know this is wierd, but get the oil on it, and rub it on. Then get an old toothbrush that you don't mind throwing away, and use persistant, circular, gentle movements to wear it away. A toothbrush is safe for use on gums, which are more sensitive than even very sensitive skin, so it wouldn't damage the skin, but it might break it up enough that it'll come off more easily.
Even if you can't get it ALL off, get what you can. Smaller pieces of the dried nail polish come off easier than a large area that has been covered, so for the next several baths, use a gentle exfoliator, like the scrubby pouf thing or the old toothbrush, and work on it. Eventually it'll all come off.

Is it hurting anything being there, cause if she has sensitive skin then all these answers but the vitamin E oil seem to me to be a little adverse to the condition. And like you said sowp and water won't work, cant you just leave it and let it weea off on its own? Is it really a big deal in the grand sceem of things? It would make for a good conversation topic for a little while :)

Try sticking adhesive tape to it and ripping that off - if you rub it down hard first, that could bring a lot of the varnish off.
After that rub in lots and lots of moisturiser - anything that will soften the skin and work its way underneath the nailpolish, so you can pick it off without taking skin with it!.
