that is exactly how they play wrestle with Mom and siblings; it is normal and they will do this with each other down the road; it is us as humans who try to interpret their behavior as ours should be ; they love to do this and love to do it with Mom ; I have had several litters and still have one daughter and Mom ; daughter is 2 and they still on occasion wrestle and have fun
Spaying and neuter just make it so they can't have pups; it doesn't have anything to do with behavior and instinct; a spayed and neutered dog still have the instinct to have sex and a male will still smell when a female dog is going to go into heat ; people think that spaying and neutering changes animal instinct and it doesn't ; just can't have babies ; same as human ; tubes tied and vasectomy don't change behavior or ability to have or want sex ; same with dogs
The people telling you to spay or neuter to change instinct or behavior have had a lobotomy

Dogs will wrestle and play for their entire lives. It's normal. They will also do some of it so that one establishes itself as the dominant pup. That's ok too. Just let them play and/or work it out.

if you see blood they are fighting otherwise they are just playing and still setting up the order.
Also getting them fixed may help. my 8 year old and my 5 year old still play and at times get into "squabbles"

You should'nt worry. The'll grow out of it soon, because when I had puppies they were 7 months and they sill restled but then they grew out of it.

Are they playing rough or fighting? Puppies can rough and tumble and be quite vocal and be playing happily. If they are hurting each other or attempting to do so please interviene on their behalf! You diddnt say if they are male or female or one of each.. Are they spayed/neutered or intact? litermates or from two different sources? This can also make a difference . Hope this has helped!
