It means she will go into labor quite soon. Keep her with you at all times and have her get into her whelping box at the first sign of labor. Do not allow her to go outside by herself from this point on. If she needs to go out you take her on a leash and walk with her. Keep a very close eye on her and when she starts to show signs of labor( rapid panting and whinning and being very restless) then she needs to go into her whelping box and you need to stay close by.

This is probably the mucus plug. She should start labor soon. Most dogs can do everything themselves but be prepared:
you should have several towels, string or forceps clip the umbilical cord about an inch from the body and rip the cord from the placenta if she doesn't. If she doesn't clean pup you should pup in towel on its back, hold over your head and swing over your head ( don't drop or throw your pup) the gravity will help to remove any fluid in the lungs. Get the puppy to cry buy rubbing the pup vigorously to stimulate it.
If you're not sure I would suggest getting in touch with your vet.

Do you think that researching this at day 40 might have been a little more appropriate? If you're inexperienced with labor / whelping, PLEASE call your vet and have them go through the entire process with you, as well as how to spot signs of danger / trauma. Your lack of knowledge could end up killing your dog if you don't get an experienced person to mentor you through this, especially if it's a small breed dog.

The jelly is the plug that holds the fluid in coming away from the uterus, means that labor will be on its way soon

My educated guess is that your girl lost her "mucus plug" this is the thick snotty glob that keeps her water from breaking. Be on guard because you can expect puppies to arrive withing the next couple days! Wish the best for dam and babies :)
