you said the gun was registered in Md , if thats the case then it does not have to be registered anywhere else

was he carrying a gun in dc with out a license sounds more of the issue , as for defending him self , don't let the anti gun crowed hear this . guns are never used for self defense , only to kill according to them

Well, you say "pulled out a gun", did he actually fire the gun? Was he arrested? What were the charges?

If he fired the gun and the court deems the shooting an act of self defense, then the charge of aggravated assault or whatever the charge is will be dropped. However, the charge of possession of an unregistered gun will still be in effect. The fact that the act was self defense does not negate the act of unlawful possession of that gun. Hire an attorney. Unlawful possesion of a gun carries mandatory jail time in many states. You can email me with more details and I will try to help you further.

If there was no involvement with law enforcement officials, I don't see the problem. You didn't include that detail.

And stay out of DC. The first consideration in self defense isn't what weapon to carry, it's avoiding hazardous situations.

Well, if it was for self-defense, then i think your husband is in the clear. As for the other part of your question:
"Firearm license-holders are subject to the firearm laws of the state in which they are carrying, and not to the laws of the state in which the permit was issued."
