If the file is missing, you need to reinstall internet explorer, like stated above. Go to Microsoft and download internet explorer and reinstall it.

Just reinstall Internet Explorer if your computer is telling you it is having issues with this file. It is obviously working enough in order for you to open Internet Explorer, unless you are using a different browser.
