The exact text is copied from the web-site, and author is usually anonymous. I know that we should introduce the source and reference, but I also think that quotation marks are necessary too. My friend does not mean so.

Yes, even anonymous is admitting that YOU did not write it. That is the purpose for quotation marks.
"Give credit where credit is due." I don't know who wrote it, but by putting quotes, I am clearly not taking the credit for originating it, but I am taking the credit for remembering it in the right context.

You do not need quotation marks if you place the quote in an indented paragraph in a paper and give the source, in this case -Anonymous under the quote. This is to indicate that the quote did not originate with you. If you put the quote in a sentence form within the paper, you need to add quotation marks. You still need to indicate that this is a quote from an anonymous source.
