That really depends how you're measuring them.

Minute algea, phytoplankton and other water dwelling plants produce the most oxygen but that's because there's so much of them, the amount each individual plant produces is tiny.

On the other hand, one hardwood tree planted in a tropical region will produce several tons of oxygen over it's lifetime. I'm not sure which particular species is best but the slower growing hardwoods such as eucalyptus and pitch pine should be somewhere near the top of the list.

There are a large number of plants which can be categorised as best oxygenating plants. They can be indoor and ornamental like palms , moneyplants and ficus. They can be tall trees like Abutilon and European silver fir . Some of succulents belongs to this category are Aloe vera and Bryophyllum.

The best oxygenating plants are hardy water Lillie's, lotus flower, horn warts & those submerged grass like aquaic plants usually found in large ponds.

Aloe Vera.
It is supposed to be the best for air quality, by filtering out the toxins we breath. Also the larger the plant the better it filters the air. Doesn't filter out smoke.
