I am not sure if you have quoted these passages out of context or indeed if the translations are inaccurate but the correct meaning is this;
If the woman does not cover her head she might as well cut her hair, and since it is a shameful thing for a woman to shave her head or cut her hair she should cover her head.
Now this is a far cry from what you have interpreted here.

I agree that it is wrong to shave a woman's head unless she wants it shaved. I do think that shaving a woman's head for going unveiled is better than the penalty in much of Muslim society where she would be put to death.
