Actually, you are wrong. Most Puerto Ricans do not want to be a state. They have a vote every election to become the 51st state and it fails every time. They pay much less taxes, but get most of the benefits of being a US CITIZEN. If they voted yes, of course I would want them to become the 51st state, they are a hard working people.

As soon as Puerto Rico wants to become a state they will be admitted, but until then the Puerto Ricans have it pretty good just the way they are now.

Did you make up your facts? "Most Puertoricans want to become the 51st", is not true at all! There was a vote a few years ago, and again, the majority said no, so Puerto Rico is still not a state.
Go back to school, or read up on current events!!!

It is not up to congress to make Puerto Rico a state.
There is an election held in Puerto Rico from time to time over statehood.
The election looses by approximately 51% every time.
After that election there is always another over Independence and that also fails by 51%.

I have been there and worked with the locals. They don't want to become a state. They have always voted it down in the past and I don't see that changing.
Puerto Ricans have all the benefits of being US Citizens, the protection from the US, they pay very little in taxes, no sales tax etc.
Why buy the cow when you're getting the milk for free? I don't blame them.

the two have subject concerns with the U. S. by way of fact they do no longer seem to be self reliant yet i think of Guam has a extra functional shot at transforming into a state than Puerto Rico which has become louder in desirous to interrupt off from the U. S. lol which would be no time quickly

I would love to have Puerto Rico as a state, but I am afraid your conjecture is wrong. In fact does anyone really know from polling or whatever what is the public sentiment in this regards from Puerto Ricans?

Congress will grant it statehood if they (the Puerto Ricans) want it, but they don't want it.
"In the 1998 plebiscite, all the options were rejected when an absolute majority of the voters (50.3%) voted in favor of the "none of the above" option, again favoring the commonwealth status quo by default."

Puerto Rico can become a US state only if its people and the Americans vote for its realization though a plebiscite.
