There are technical loopholes in the whole heaven or hell thing. If you are perfect you go to heaven, unless you happen to be Al Gore. If your child dies from a deadly disease, you get a pass, as do children wearing second hand shoes. But if your ears are below your eyes you go to hell. Just thought I should clear that up.
Why speculate about who goes and who doesn't? You are relying on your own intellect to define things far beyond you. If you can't find the answer in the Bible then you wont need to know until after you die. I'm sure God already thought of this and has a solution.

God DOES NOT send children to Hell! We make a choice...Going to heaven is a matter of accepting the sacrifice that Jesus made on the Cross and believing that he is the son of God. A child cannot fully understand, and therefore does not choose to reject God. Until they are old enough to conciously make that choice, they will go to heaven when they die.

No, that's why there's a thousand year period of judgment, because people are going to want to know why their loved ones didn't make it.
