Hello,
Sorry to throw a curve ball into this question but neither; these two gentlemen are sure hard to beat with their talents but I would have to say the only actor that might top them would be Anthony Hopkins.
He impressed me in his role as Hannibal Lector and he was so amoral and talked with such high level logic and common sense about why he did the so called evil things he did that he was able to get your attention and least and make you really think where he was coming from; you almost got to like him in a way and were happy to see him get away in the end.
I could well imagine Satan who is called the great deciever lead peole's thoghts astray in this manner.
As for an evil, scary demonic type character I think Walken is better suited for that than De Nero.

I really liked DeNero's satan performance in Angel Heart... so my vote is for him. He was smooth, kinda tricky, good looking.. Walken, while one of my favorite actors, has this mean hard streak... he was great as the angel gabriel in The Prophecy, but a little too hard core for the satan role.
