Depending on your "side" and perspective he may or may not have been. History records him as "ruthless" but one must consider he lived in ruthless times. This is by today's definition in retrospect.

He was a little antisocial, is all. maybe a bit paranoid.
Perhaps he had some mineral deficiencies.(thus the craving for blood)

He ruled Transylvania in the 19th centure and is widely considered to have spawned the stories of Dracula.
He had a bunch of Chinese Diplomats hats nailed to their heads since they disrespected him by not removing their hats while in his presence.
He didn't take no shyt from anybody.

Why? Because he wreaked havoc on his Muslim oppressors? He was outnumbered many times, and his cities were put under seige. He did what he needed to do to put terror into these Muslim hordes, and he suceeded. I don't see him as being bad at all, but being ruthless because he had to be.
