It depends on what kind of special needs the child has. Your child should qualify for services, and they should be helping you.

there is no special parenting plan for children of any age, and especially a special needs child. there are things that children need like structure. it's a good idea to have a routine, but nothing in life, especially with children, is predictable enough to have a plan.

If your child has special needs, either physically or/and developmentaly, then they should be evluated by your state's program called "Early Intervention." (or something to that nature, the name varies from state to state)

If your child quailifies, this state program will provide the correct services needed, free of cost to you. These services will provide the extra care needed and also support and guidelines on how to best let your child reach their full potinetal.
