is there any free software avalable to cut frames from video cd/dvd to make them as still photographs and to burn on a cd/dvd which could be playable on home dvd/cd player

If all you want is to take snapshots of movies, almost any DVD player software will do that. MPC, VLC, even PowerDVD will do.
Burning pictures to CD/DVD and make it playable? Pictures? What are you planning? Slideshows? Pictures into SVCD slideshows are easy... VCDEasy (the last free version) can do slideshows with pictures easy enough. If you seach for DVD slideshow you'll get plenty of hits too.
