Since God created Satan, the buck stops with him. He is supposed to be the all powerful boss.

It never ceases to amaze me , how some Christians give Satan or the Devil, the same status as God.The saying in Hebrews is not referring to psychical death. The whole reason God descended in the guise of man(Jesus Christ) was not only to experience death as a means to salvation; but to cleanse the world of the grip satan had over the world at the time.Therefore it is a cleansing of the soul. Satan did blind the minds of men. The evil in this world today is still in the hands of the religious zealots who perpertrate the myth of a devil to suit their own misguided desires.Evil is alive and well in all our mainstream churches. Incidentally God is responsible for disease and death,but that's the choice he gave us through the use of our free will. We needn't have any death at all. But we do.

Neither of those passages really help answer that question. They're really out of context.
The closest I can come is the idea that the world was perfect when it was created, and ceased to be perfect after the fall of humanity, when they were driven out of Paradise.
Since that time, it's been part of the human condition.
Paul discusses this whole issue in Romans 5: 12 (and following verses, really the last half of Rom 5.)
But as I said in an answer to a different question, lifting things out of context is only helpful up to a point. That discourse is part of Paul's whole discussion on sin and grace that is the book of Romans. It's easier to understand in its context -- start at Romans 1:1 and go from there...

In ancient Jewish tradition Satan is simply an angel doing the work that God assigned to Satan to do.
The word Satan means challenger. With the idea of Satan challenging us, or tempting if you will. This description sees Satan as the angel who is the embodiment of man's challenges. This idea of Satan works closely with God as an integral part of Gods plan for us. His job is to make choosing good over evil enough of a challenge so that it becomes clear to us that there can be only one meaningful or logical choice.
Contrast this to Christianity, which sees Satan as God's opponent. In Jewish thought, the idea that there exists anything capable of setting itself up as God's opponent would be considered polytheistic or setting up the devil to be an equally powerful polarity to god or a demigod.
Oddly, proof for The Christian satan/devil mythology is supposedly found in the ancient Jewish texts that were borrowed to create the bible. One can’t help but wonder how Christians came up with such a fantastically different interpretation of Gods assistant Satan in their theology.
Other hints about Satan’s role in human relations can be seen if you look at the name Lucifer. It’s meaning in the original tongue translates as Light bearer or light bringer. Essentially the bringer of enlightenment. The temptations of the Satan idea bring all of us eventually into Gods light. Hardly the Evil entity of Christian mythology.

the children refereed to is the human race... mother nature apologizes for that one..
The devil has the power of death...meaning he has the power to convince humans to commit murder... the clearest example I can give of that one is Mark David Chapman who after attending bible camp became obsessed with murdering his idol John Lennon.
"and free those who all their lives were held in slavery by their fear of death."
this is referring to catholicism (Satan's first church) where the abuse begins at or shortly after birth... We are born spiritual, emotional, mental and physical... spiritual slavery is just as bad as the physical one.
these people never get to know the ownership of their spirit.
"In whom the god of this world [SATAN]hath blinded the minds of them which believe not,"
This referees to christianity...no matter how convincing the evidence they seem to make up an excuse not to believe it on the spot... their god, (Satan) is scrambling to invent evidence cause he needs the churches and religions to survive if he wants to keep power... that is where the shroud of Turin comes from... that is where that Jesus coffin comes from... no proof in either case but enough for christians to say see it's there... blind as a bat to truth and reason.

God uses satan to do his work. satan is powerful but he is held in check by God. you can read the first 2 chapters of Job and see it. satan asks God's permission to do it. God gives permission. satan torments Job. Job goes through hard times. Job believes in God. God saves Job. The devil can cause sickness and disease but only if allowed by God. God uses it to bring him glory through it. Hebrews 2: 14,15 is saying Jesus became a man so he could destroy the works of satan who holds the fear of dying over our heads. now no one wants to die of course but if you believe in Jesus you will never die anyways. Jesus has the keys of death now fear of dying is something most are afraid of but shouldn't if they know Christ. God used evil spirits to accomplish his will in Saul's life in Old Testament and Paul in the New Testament. it is a good question you asked.

The wages of Sin will always be death. The Lord bore both Sin.. the Might of Death on the cross...By His stripes we are healed of our diseases. He paid the highest price for us when He became a man and died for us.... If He would do this then why would he be the author of such things as death and disease. He said..I have come .. that they might have life and that they might have it more abundantly ( jn 10 10b)

the disease and death are caused by SIN! in which originally stemmed from the downfall of men ( adam and eve days) But Christ had redeemed us by His precious blood that was shed on the cross for the atonement of our sins.
