The best way, of course, would be learning it in Israel. You must of heard of the "Ulpan"; as far as I know this is the best way to learn Hebrew:

Other than that, there are tons of sites and CD programs that teach Hebrew. If you don't have the time and money for tutors they might do the job as well:

Are you Jewish? If you are I am sure that there is someone in your life that already speaks, ask them to converse with you in hebrew. Also, there are books that you can buy geared towards teaching hebrew. I highly doubt that you're ever going to be fluent, I'v been learning it since I was 3 and I'm not even fluent yet.

Ask someone at your local synagogue they sometimes offer classes for adults.
