A friend said the best way is to run (which is what I am doing right now), and another friend said speed walking uphill or an incline on the treadmill. Any help would be greatly appreciated :)

both of your friends are wright - in a way.
any cardio (the only fat burning exercise) workout (running, jogging, cycling, swimming etc) do it 4-6 times a week for 30-50min and combine with light weight training and healthy eating.

yes, running will definitely help reduce thigh fat and it will give you nice toned and muscular thighs. About two months ago I started running and my things, since then, have been drastically reduced from "cottage-cheesy" to so toned that when i stand or bend over (stretching) there is absolutely no cellulite!! I wasn't that overweight to start out with, but running has basically reduced fat all over my body, including my toosh, making it look nicer..Lol. Anyway, you should keep up the running FOR SURE, It's good to know that you are taking initiative to be a better, healthier you. = ^ D

running uphill also helps, plus i think lunges and squats will help

Diet is the key. You have to watch what you eat. Sure, exercise but if you keep eating crap you are going to look like crap.

run daily and make sure you stretch..
