He probobly likes you! The only reason why he wouldn't say that he loves you in person is probobly because he was unsure with himself. He could be afraid to share his feelings and finds it easier to say "I love you" in a letter rather to your face because if you don't say it back it's not as bad. Then, when you broke up with him, he got a girlfriend to try to get over you but that obviously didn't work so you should try another relationship with him! If you want : )

I think that maybe he was afraid about how you would react to him if he said it in person. Boys are like that. Did you break up with him becasue of the way he said "I love you" in person? Maybe that mad ehim feel like that you didn't feel the same way. Did you ever tell him you love him back in person? If that's the case, then he wasn't completely ready for commitment back then but he wants to give it another try because he hasn't felt the same way to any other girl the way he felt about you.
