The cop puts it around them. I belt my prisoners in, unless of course they are fighting, biting, spitting or puking. In those cases, I take the risk.

The same way everyone else does. Once the suspect is placed in the vehicle the officer has to reach in and buckle the seat belt for them. As soon as we take someone into custody we are legally responsible for their safety. we do our best to not have them get injured as it leaves us with more paperwork and the possibility of a lawsuit. But we will not disregard our own safety when buckling someone in. I turn their head away with pressure from my elbow. I don't feel like going to the hospital(or worse) because some guy tried to bite me.

I will take the word of the others about actually belting people under arrest. I would add that most state seat-belt laws do not require adults in the back seat to wear seat belts. If people under arrest were not belted, normal seat belt laws would not be violated in most states.

Our cars have plastic cutouts to accomodate arms behind and the cuffs.

Just all departments that I know of, require the prisioner to be seat belted, If at all possible. The officer belts them in.
