Heat is a factor but minor. The real reason the oil bubbles over has to do with the moisture content of the items you are frying. It is the bubbling (boiling) water that carries the oil up and over flows. Almost all recipes for deep frying caution you to dry items to be deep fried. Like french fries, you soak in water first, to remove starch, and then thoroughly dry in a towel before dumping into the deep fryer.

It depends on what you're putting in it. If it has ice crystals on it, that will cause a reaction in the oil.
