Mindfulness (Pali: Sati) is a technique in which a person becomes intentionally aware of his or her thoughts and actions in the present moment, non-judgmentally. It plays a central role in Buddhism, with Right Mindfulness being the seventh element of Noble Eightfold Path, the practice of which is considered a prerequisite for developing insight and wisdom. In a secular context, mindfulness is attracting increasing interest among western psychiatrists as a non-pharmacological means of dealing with anxiety and depressive mood states.

Mindfulness is based on nonjudgmental observation in the moment.
So it depends on which def of observant you are referring to.
If you are speaking of observant as being perspective than yes one is part of the other.
If you are speaking of being observant of laws customs or duties than you can not be mindful at the same time as judgements would come into play and you would not be mindful.

Being observant to me means that we are mainly using our eyes. Being mindful means that we are using not just our eyes, but all our senses and extra senses in being in the moment and being aware of everything around us.

When one is being mindful one is putting much thought into whatever it is they are doing. When being observant one is watching carefully what is done or how they are doing it. eg I am mindful when answering a person's questions . I am observant when I'm being taught a new computer skill.

On the other hand in Buddhism mindful means aware and in religion in general observant means you follow the rules and doctrines and holidays.
