find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

Okay first, if you think that you will have excess skin from losing only 15 pounds, this shows that you don't know what you are doing. You only get excess skin when it has been stretched for years by hundreds of excess pounds. They also won't do surgery on anyone who only lost 15 pounds.
Second, you cannot force you body to lose a pound every six days. It is not healthy. You can do toning exercises to bring your muscles into better shape. This helps your clothes fit better and can make you look smaller, without even losing weight. I would try toning more than I would try to lose weight.
You need to find out if you are height-weight proportionate. You can check this out at www.webmd.com. If you are, then I do not recommend losing weight at all. Someone who is still growing should not be trying to lose weight if they are at the right proportions. If you feel like you’re not the right size or you have some areas that you think need work, then focus on them. A growing body needs all the proper nutrients it can get. The same goes for sleep and other things to keep you healthy. If you neglect your body now, you will have trouble later. Then you might have more than 15 pounds to lose.

Losing 15lbs isn't/shouldn't give you any excess skin. If you are still young you skin should bounce right back. You should be losing your weight like 2 pounds a week, which will give your body time to loose skin with your body fat.
I have lost over 40 pounds and I am 6'2" with no flabby skin. I was on a low cal diet of 1000 calories a day. IMHO the only way to diet with EXERCISE of coarse.
If you are true with exercise your muscles will fill in any excess skin you are worrying about.

You need to cut down on sugar foods. There is sugar in a lot of things too. Ketchup, cereals, drinks at dunkin donuts and Starbucks. Did you know that oatmeal has tons of sugar.
You need to educate yourself about whats healthy and good for you. Eat fruits and veggies and protein. Protein like chicken and fish. Almonds help curve hunger and sweets. Go to fitnessmagazine.com and shape.com they have great ideas and tips.
You have to get active also, the one thing that is on your side is that your young and the metabolism will work for you. You will find that once you get going that the weight will just melt off. Don't diet, change your habits and don't deprive yourself.
Face the facts and the truth about what you are eating and you will find that you can make better choices about what you eat. Make it fun and don't diet!!!

I think the "extra skin" thing doesn't kick in until you lose about 40-50 pounds. Otherwise, your body morphs with the change, but do it through exercise and toning!
