There are only three ways to deal with a female cat in heat:
1) Fix up a room away from the main areas of the house. Put food, water, bedding, and a litter pan inside and shut your cat inside. Try giving her a toy with catnip in it, like those stuffed mice at Wal-Mart, to lick and love on. This calmed my girls down before we could get them fixed. Settle in for the long haul... and don't forget to refill food and water. Downsides: guilt. Major, major guilt.
2) Get her a boyfriend and let them do what cats do. Even if it doesn't take, it will calm the female down. If she's a purebred cat or even a particular breed such as a Siamese, this is a good option if you can find a male cat of the same breed as your female. Downsides: possibility of pregnancy, kittens, and all the stress and costs that go with them, as well as the hassle of finding a suitable boyfriend (some male cats can be violent during breeding and harm/traumatize the female).
3) Get her fixed. It's for the long-term, and you'll never have to deal with the yowling ever again... unless your kitty is locked out of one of her favorite rooms and wants in "no~o~o~o~ow!" Downsides: it costs money and there is a period of healing for the cat where you will feel extremely guilty for putting her through the painful process. Also be forewarned, the first several days after the operation, she will NOT be a happy cat. Especially for the first day, she will be loopy and disoriented from the anaesthesia. Your cat won't be able to see well after waking from anaesthesia, and since she is a very sight-oriented creature, this will upset her greatly. At first, she WILL NOT RECOGNIZE YOU. If you are lucky, she will sit quietly and growl until it wears off. If not... be prepared. For the first night, keep her in a towel/blanket-lined box with a closed lid and decent-sized holes for air; this will keep her still and quiet so that the incision can begin to heal. Don't worry; she won't feel much like moving around for a while anyway. After the first night, have a closed room (preferably a bathroom or other room with a tile floor) prepared with a kitty bed or a nest of towels. Be sure to ask the vet how long before you can give her food and water. Did I mention she will also be very clumsy? NO LITTER PAN. Litter could get stuck in her stitches, and she will not be able to clean herself for a couple days at least. Be prepared to clean up a mess or two.
Other than that... cheers, and best of luck! Once you get past the yowling, she'll be even more calm and loving than ever! Hope this helps, and feel free to contact me if you have questions.

She will keep doing it for several days. You won;t be able to stop her. She is calling all the males. You can get her spayed now. It will cost more because she's in heat, but it's the only way you will stop her until the heat is over.
Don't whatever you do let her out as she is far too young to have kittens. She must stay inside and use a litter box.

sorry, she's not going to stop until she is fixed. She might also pee on your things, beware!! If you have a roomy bathroom, I would set up a cozy room for her in there. That way you can avoid her peeing on your furniture/carpet.
I picked up a stray a few years back and she went into heat a few days later. It really sucked..but now she's a wonderful pet.

Now you know why people get their cats spayed! She won't stop until she's pregnant. Sorry. Better get her spayed as soon as you can!

call a vet and ask them how to either cause artificial ovulation or put her on a birth control hormone pill.
