Typically LDS (Mormon) youth don't start dating until they are 16. They are encouraged to not steady date until they are adults, and for the guys really until they are home from their missions.
We believe in Abstinence until marriage. Several years ago I saw some statistics, that showed a direct connection to dating age and teen sex. The younger the person starts dating, the higher likelihood that they will be sexually active as a teenager. The difference in the numbers between 15 and 16 was staggering. At 16 they are more mature and more able to resist temptation then they are at younger ages.

16 years old and at that age only in groups and not going steady with anyone. Why don't kids ever date to have fun? Instead they date to go steady and make life miserable for them selves.
She's probably not doing what she knows to be right if she is already going "steady" with you.
Are you a member of this church?
If not, this church strongly recommends that their members do not date people outside of the church.
I suggest you date someone of your own faith if you have a faith, causes less friction in the relationship, even Dr. Laura will tell you that.
You might want to consider getting with the mormon missionaries and taking the discussions/ lessons to find out what her faith is all about and maybe, just maybe you might be a happier guy because you found a real treasure -- not her.

Why would you want to go out with a Mormon if you are not? You can do so much better. They are a cult and their acceptance of you for dating etc. is conditional on you joining the church.

20 to marrage--Dates
This may vary. It is pretty much double dates until their mission, but if they don't go on a mission (age 19-20 for boys, 21-22 for girls, may be later) it is pretty close to the above.

There is no "restriction" as you suggest. It's up to the parents. But, usually the common age is 16.
