Cthulhu is a being created by HP Lovecraft. A quick Google will give you pics and info. It is an ancient horror worshiped by a human cult, and the above line is either one of their chants, or a line from the Necronomicon, the book on which they base their worship. It's been a while so I don't know if Lovecraft actually wrote out what it meant literally, but I am sure it is meant either to summon or to praise it.

I know who/what Cthulhu is, but that's about it. Although it seems odd to have "la la" used in the same sentence.
