Does anyone know a tutorial on how to make a picture look like this:

I am pretty sure its a series of filters to a normal pic, but I don't even know what the process is called to try and search for it.

It looks like a duotone. Turn the picture to grayscale. Then change the contrast so that it will become something close to this, it works better if you can do it using curves and not contrast (check the help on how curves works). Then go to threshold, this will make all pixels in the photo either black or white (no grays), find a value where the image looks good. Then you just have to turn it to duotone and select the second color.
If you want to make it even more like a drawing try a filter from the artistic group, you can see from their names how they will look like and you can experiment, I think its better to use the filter after the contrast and before the threshold.

It looks like it was done using a variety of effects to give it a cartoon look. I found a tutorial site for "cartoon effects" in photoshop that could bring you close to the desired look.

Select the two colors you'd like to use on the toolbar and then go to Filter > Sketch > Stamp and you should be ready to go. Another cool filter creates a cool comic effect is Filter > Artistic > Cutout. Good luck!

The only thing I know of that you can do that with is Photoshop and a filter.

Actually, that look more like something done in Illustrator, not Photoshop. I use both ALL day at work.
