i have personally been using adobe photoshop for about 5 years now. Its a very powerful indepth program so it takes a long time to learn everything its capable of. The best thing to do is to google "photoshop tutorials", there are soo many good tuts out there from photo touch ups to effects etc. So do some of these then try to apply the same techniques to ur own works, just keep at it and keep copys of everything you do. 6 months down the track you might think of a way to improve on and old project. Just experiment with the program and do tutorials, that will do it.

There is no quick solution I'm afraid. you will need to spend many hours learning the techniques + have some natural design gift in order to achieve that.

You can start by searching for "Photoshop tutorials" on Google

Good luck and all the best
