I have been with this guy for 4 years on and off. He is married with a child which i have never met and been legally separated for over one year. We broke up for a period of 9 months, but he kept calling and haging up the phone. He finally decided to call and talk about our relationship and saying that he is a good guy and he cares for me. We gave it another try, however it did'nt work. We got back together about 2 months without any commitment and he keeps saying we are seeing each other. Why doesn't he want a commitment and still says we are seeing each other?

Did you mean he's married to someone else? If so then of course he doesn't want a commitment he already had an unfaithful commitment to his wife. Why would he want to be with you in a commited realationship if you were previuosly the side kick, you will always be the side kick and nothing more.
Get over it and move on

Okay, if he was crank calling you, the dude is weird.
Plus, he can't let go, yet he can't climb on the train. Move on to greener pastures. Either he can't commit, or he just won't.
