maybe because you are not sure of your feelings for that person.
I think it should be a bit hard too, otherwise...we'd throw "I love you" around and not mean it.

Because you're not sure if you mean it or not. You're not sure if they feel the same way. You're screaming inside, and you feel like a million of roses popped up in the world...just for that one person. You're nervous...you don't know if they love you back. You feel as if they already know...because you show it through your actions. You smile all day...just when you mention their name. You giggle at the thought of them. You're on cloud nine when you're with that person...and yet for so many people it's hard for them to tell that person because they're afraid, nervous, scared, and yet so excited and happy.

I love you means opening your heart and allowing someone else to take ahold of it.
Like the old saying, "it is better to have loved than lost.." or something like that.
Love means making you vulnerable...it's an awarding experience if it's the right guy..it's a feeling you can't describe.

Because those words have strong and powerful meanings and admitting those feelings can sometimes put us in fear of rejection or fear of being taken advantage of. It is much easier to say when we are sure that the feelings are mutual. And with time get easier to say.

because you know that the word if full of meaning. when one of my boy friends had told me that he loved me for a long time i wasn't able to say it back even if i tried. i love you is hard to say 'cuase you don't want to over commite yourself and then end up broken hearted.

because u dont know if the other person love u as well or its love from one side
